I think you are confused... Do little more research... VPN is not setup on ur browser. Socks proxy can be set up using programs like proxifier or sockscap (useful for chaining)... or just entered manually in ur browser.

Do you have VPN? If you have VPN then no problem on installing ur stuff on ur browser.
1.) Download Bivise SSH Client
2.) Enter login details.
3.) Click on Services and check SOCKS/HTTP Proxy forwarding.
- listen interface: 127.0.0.1
- port : 1080
4.) Click login.
Browser side.
(Chrome)
1.) click Settings
2.) click Advance
3.) System
4.) click Open Proxy Settings.
- click lan settings
- check proxy server then click advance.
- On socks area put: 127.0.0.1 port: 1080

if you use vpn that have socks5 setting like IPVan15h does it work?
or using fresh socks5 is better?
I also linked some working card to PP, but everytime try to send money it is denied
