sending money directly is basically the most high-risk action for an account.
It looks like the system doesn't trust you - maybe your location (or IP) has changed, maybe there is trust issues on the receiving side.

if it's a fresh account, it might help to let it cool down for a while (like a 4-5 days or even more)
than do some actions to warm cookies - occasionally login and upload picture/add ssn, or even add it to apple/gpay if you are using phone etc. like if you are gonna use it for various things.
if you still have some difficulties afterall you can spent somewhere couple of $$$ in a trusted mechant and let it cool down for a few hours.
it seems like a hidden limitation for me, taking into the story you're describing
maybe they didn't fully process refund was made with your account or something
again it helps to wait here. usually hidden limit end up either becoming a regular limit or go away on their own.
