When somebody is advertising the max is 2.5k at once you can bet it´s a scammer trying to get more trust this way.
There is no reason why there should be a max of 2.5k

Since he claims it to be a pre-paid card, then there would be a max. Most cards comes with a daily / monthly limit. This is not a good method to assess authenticity.
What you can know for sure is, he is an amateur, but has ripped before.
Look at the following:
Cost to load amounts:
2.5k on card - you pay 1.5k
2k on card - you pay 1k
1k on card - you pay 500
He charges $50 percent for the lower amounts and 60% for the higher amount. When Ironically you can pay 1k + $500 and get = 3k (with the lower ones) instead of paying the same 1.5k for less money (2.5k).
For me, he either is an amateur or a ripper.
Either way not a safe person to do any transactions with.
