Most merchant declining payment that didn't pass true sms !!! can you intercept any country sms on payment ?

im running usa card against any country merchant account so long as you can accept usa payments. i will pass true one time passcodes to the mobile and/or email. im not bypassing anything. ill be providing them the proper and real sms code.
