i have a usps plug who delivers mail they said the old address doesnt receive any notice, only mail that was set to be delivered prior to the change of address may come like old bills and stuff, this came directly from my plug

When you make a change of address, they send a notice to the old address. I know because everytime I move, the old address gets a notice.

yes it does

Exactly - i have also been also moving all the time - they always send a change of address notice, usually even couple times.
