Your 12% refund rate is still considered good and within the upper range of legit/normal.
The 10% limit for Premium to have 05 refunds is preliminary and still part of a pilot model as stated in the news page and may very well change in near feature depending on overall statistics.

Good stuff:
Cheap ccs
Support is very good
Good live rate
Ccs actually hit for big bucks
Bad stuff:
Stupid 05 auth code that seems to be the only refund code I get with dead ccs and without being premium you can’t refund them dead ccs
Site isn’t easy to use on mobile
Some search could be better, i.e price range, search by state

Not all sellers refund money for 05 decline code, it's not a fresh thing, but stop calling all of them scammers or rippers or cheaters or anything else - they are sellers and provide to you cards.

I have explained earlier that there is no algorithm or magic way to separate honest buyers from cheaters, who are experts in emptying cards and then quickly provoking 05 codes using cckiller scripts or other means such as intentionally failing VBV/MSC authentication from many parallel accounts.
The shop started off with allowing of 05 refund codes and according to statistics, way more than half of the cards would be refunded due to 05 right away, essentially leaving us with a total profit of below 5$ / card.
Rationally, the is a basic law of supply and demand, just like in any other market.
The current demand for a base with about 1000 cards is somewhere around 8.000$-10.000$, which I what I used to sell bases for until the shop started.
It would be more profitable to keep selling bases privately instead of allowing refund of 05 codes for everyone based on the current prices in the shop.
Allowing 05 refunds would theoretically require prices in the shop of every card to be increased accordingly to maintain a profitability.

Yes I totally agree with you maybe if you lower your premium level from 50 to 30 and possibly add 15/25 auto refund per day then after have people create a ticket that way you can investigate the account use properly, I feel that way legit buyers on your site can refund dead ccs, I highly doubt cc killers/scammers will be willing to buy 30 ccs without 05 refund code enabled.. please consider your customers request thanks again Bahira once again I will say this shop is a solid 8/10 so far!!
