the store owner cannot know that the sellers are selling the cc in other stores or using them themselves

Manual refunds are done via our support team, and done manually. There could be a human error, just open a new ticket and it will be fixed for you.
or, you can also stop asking manual refunds, and use checker and use within 5 minutes for auto-ref.
